I'm on a Partner 100 Visa. Are there any differences in applying RRV (the process, length, documents) outside and inside Australia?

does anyone have hair salon recommendations that works with asian hair around north, north east suburbs or even cbd? i already have level 9 blonde highlights in, just wanting to get full head foils now.
