How and when should legislation be applied
Hi all, i am no law student but the below came up during work and i wanted to better understand the basic to reading an legislation.
The company hired individual professional from overseas to speak in event for technology matters. While obviously this is not for entertainment purposes, we noted 4(b) below. The question is - do we need to apply the legislation to begin with, since the professional are not entertainer to begin with? I was told, we should first understand the broader definition entertainer (in general english) and in this case the professional is not hired as entertainer and hence, we do not need to consider the legislation.
"4 ... non-resident entertainer ... who carries out an activity or performance in connection with—
(a) a solo or group performance by actors, comperes, dancers, entertainers, musicians, singers, or other artists, whether for cultural, educational, entertainment, religious, or other purposes; or
(b) lectures, speeches, or talks for any purpose; or
(c) a sporting event or sporting competition of any nature."
