19F, born in the U.S. but brought to the Philippines as an infant, overstayed my whole life. What’s the best move?

I’m a 19 year old U.S. citizen with a valid U.S. passport.

I was brought to the Philippines when I was 3 months old and have lived here ever since. My parents were originally Filipino citizens but later became U.S. citizens. My father has since passed away.

As far as I know, my immigration status in the Philippines was never properly handled, which may mean I’ve been overstaying for many years.

My mother recently heard that it may be possible for me to depart the Philippines for the U.S. without immediately paying all overstay penalties, but that I could be blacklisted from re-entering until the penalties are resolved. I have no idea if that’s actually true or if it’s just hearsay.

Also, since both of my parents were originally Filipino citizens, would pursuing recognition of Philippine citizenship be a better route before attempting to leave?
