Question about toning

Came into possession of a 1984 The American Prospector silver round.

It was partially in a plastic container and the top portion of round is very toned.

I am assuming no but I am not wise in the ways of toning. Does this hinder or help value.

My assumption is that this is worth melt and not a penny more regardless if the toning is present or not.

But I wanted to have the community give me their thoughts to what if anything this extreme toning does to this round.
