Question about private sector to gs level

So i currently work for a federal agency as a contractor, i have a masters in engineering and 15yrs experience, they are converting my job from private to civil. Im a single point of failure, 1 man show technical SME and lead administrator for software that has 1500 users, ive trained project admins who are 80% 14/15s as well as program admins, I handle everything from provisioning to architecture to scripting and security. Is expecting my position to be a gs-15 as a technical SME too much or I should I be prepared to see a 14 as the position cap. Im not a personnel manager but I manage the software for dozens of projects and 1500 users across multiple agencies.

Quick intro, rented same house for 10yrs and it was falling apart at the seems literally

Landlord sent security deposit claim letter on day 31 via UPS because they are too stupid to understand what certified mail is. Furthermore the claim wasn't itemized, it was just a bitching list and a statement they were keeping the deposit. No notice of 15 days to object either. So I sent certified mail demanding the deposit or face lawsuit since they violated every provision of 83.49(3)a

They filed a frivolous countersuit for 10k to scare us into dropping our claim, offered to settle for a minor reduction in mediation, they laughed. So I hired an attorney because I knew I was going to win and they would have to pay the attorney as well. Judge came back and they owe the security deposit, plus court fees and attorney bill, ended up being about triple their costs. Judge did unfortunately give them a few small concessions because he felt bad they were old and stupid, pissed me off because the few things he gave them were not only based solely on reciepts (replacements) but they had zero photos of the damage they claimed and we had photos of said items that proved there was no damage, it was literally a gift from the judge.
