why are some figures so rare?

I was looking at my figures and got curious. Why are some figures (like the ceratosaurus or irritator) so much more expensive than others? It seems in general figures get more expensive the older they are so what makes some figures special (apart from the sdcc ones). Why can I get a sealed jp velociraptor (first wave so should be the oldest and rarest) for the same price as a cerato without a box? Bit of an odd question that may have been asked before but I'm curious.
