We support both account-driven enrolment and give iPhones to users who get a fully-paid company phone.

My issue is with setting up app distribution. I've learned account-driven enrolment does not support VPP apps being distributed with the Device licensing type. I'm okay with distributing them as user licensed.

But for the users who are using fully owned, ADE-enrolled corporate iPhones, I want to keep using device licensing and VPP.

I tried setting up All Users as a deployment group with user licensing but an exclude filter on corporate iPhones. Then a second group assigned to device licensing for the corporate iPhones. But all this seemed to do was have the exclude take precedence over everything and make the app not appear to the corporate iPhones.

Any tips on how to handle both kinds of enrolment in my app assignments?
