It's completely legal, posted by Valve themselves. Even if you don't know the lore, there's a great comic explaining the background.

I hold both the game and these comics near and dear to my heart because I used to be almost annoyingly obsessed with it when I was younger. Not only did I love shooters but comic books became another obsession of mine, and when I found out about these I was IMMEDIATELY hooked.

Now, while there are comic series for other games like Left 4 Dead, Overwatch, and Apex Legends, I have never seen a series both perfectly fit the tone of the game while also greatly expanding on it in the same way these comics have. I won't lie, there isn't really all too much character development or deep, meaningful messages behind this, but neither is the game. TF2 has always focused on hilarious characters and outlandish concepts (for example, it is canon that Abraham Lincoln invented stairs and that one of the main cast has punched every yeti to extinction) and the comics work with this so well. They're all some of the funniest comics I've read.

I also just really like the artsyle. The cartoony violence and over the top dialogue combine with this art to make a really good parody of older comics. Recently Valve has released the final chapter to the main series and it's just as amazing.

Anyways, TL:DR is that this is a really great series for both anyone who likes the games or has no clue a thing about it, and I 100% reccomend.
