Uneven boards?

I’m new to this board, and know even less about building decks - so please forgive me if I use the wrong terminology.
I’m having a Trex deck installed right now and wherever the planks butt up against the framing planks, they are not even. The framing plank is lower than the floor planks. It is not so obvious in this picture but you can definitely feel it under your feet, and I’m afraid since they are on stair areas they potentially even create a tripping risk.
I just pointed it out to the contractor. He claims it is because the Trex clips keep the inner boards up higher than the framing planks and the only thing he can do about it is put shims underneath the outside planks. That sounds pretty hokey to me and I can’t believe a company that large wouldn’t make the framing pieces thicker to allow for that issue.
Is he correct, and if so is there a solution for this? Or am I being too picky?
