Being charged PR fee for my Canadian citizen baby — did I mess up the application?

I'm applying for permanent residence and included my baby as a dependent. The fee summary is charging me $270 as a "Permanent Resident Application Fee for Child."

But my baby is a Canadian citizen (born in Canada). They don't need PR, right? Should I be paying this fee, or did I make a mistake somewhere in the application by including them as a dependent?

Has anyone been in this situation? Do I just remove the child from the application, or is there a specific way to handle a citizen child of a PR applicant?

We’re currently exploring Azure AD groups with Microsoft Fabric workspace roles, and I’m running into a permissions issue that I’m hoping someone has solved cleanly.

We have two main user groups:

  1. Executives
    • App access only
    • Data access controlled via Lakehouse / OneLake security
    • This setup works as expected
  2. Viewers
    • Assigned Viewer role on both:
      • the report workspace
      • the data (Lakehouse) workspace

The issue is:

  • Users in the Viewer group cannot see the report
  • The report only becomes visible after I manually go into the Lakehouse and grant them Read / Read all permissions
  • Once that’s done, everything works

Is there a recommended or supported way in Fabric to ensure that users with Viewer access can see reports without manually assigning Lakehouse permissions each time?

Can you prevent anyone other than a central group (or tenant admins) from adding users, even if they are workspace members?

I’m looking for something similar to a toggle like “Allow members/admins to add users”, but I can’t find anything in Fabric settings.
