Would a small (~200 sq. ft.) cabin shed without wheels qualify under this definition?

And then after construction, I could use it as either a utility shed or a guest suite if I have occasionally have guest that want to spend the night.  

There is no HOA. This is a rural area. Parcels are typically 10+ acres. Any enforcement would be from other property owners within the subdivision.

“During the construction of any residence, the purchaser shall be allowed to place a temporarily living vehicle on the property for a period not to exceed 12 months”
