Fantastic is proof of the decline and ruin of the NCR

An important narrative point of Fallout: New Vegas is the decline of the NCR and how its expansionist behavior harms the republic. We see this argument presented by both characters within the republic (Hanlon) and those outside it (Caesar, Mr. House, Ulysses).

One character I've always found fascinating is Fantastic. I think his character is absolutely hilarious, but at the same time, he represents the state of the NCR. To trust an incompetent fool with operating impressive pre-war tech (tech that required a battle with the technologically superior BoS mind you) is beyond silly, but falls in line with the track record of the NCR. The NCR is overextending its reach. No doubt Fantastic would have no role in supplying energy within the heart of the republic. But in the Mojave, in the midst of all the chaos, this absolute buffoon of a man manages to lord over a potential source of energy. Which, mind you, is the main reason why the NCR is in the Mojave in the first place.

To add insult to injury, should the Courier fix Archimedes, Fantastic takes all the credit and is promoted to overseeing Hoover Dam. Think about this for a second: Hoover Dam is the entire reason why the NCR is in the Mojave. To trust it to the hands of this reprobate without giving it a second thought shows exactly what kind of bureaucratic mess the NCR has become.

This is a theme we see elsewhere within the NCR. I can confidently say that General Oliver's presence does more harm to the NCR than Caesar could ever dream of. Hanlon confirms this, noting how Oliver makes strategically poor decisions just to spite the Rangers. He's no different than Fantastic, if you think about it. A person with power that should have never been allowed this power, but managed to achieve it because, in the words of Ulysses, the bear is diseased.

Anyway, just a shower thought. The dialogue is hilarious, though.
