Hello

I would like to take the slow cargo ferry to culebra on our own and then charter a boat or excursion already on culebra. Everything I see is departing from Fajardo and the reviews all say the ride to Culebra on those boats or catamarans are not pleasant due to choppy waters. Does anyone know if this is possible? I’m not finding anything on Viator
