Damage from Potholes on the Hume Highway

I wasn't sure where to post this so apologies if this post isn't the right fit for this forum.
I was driving down the Hume Highway yesterday and had to swerve around a significant number of quite large potholes. Unfortunately I wasn't able to avoid a particularly large one and my tyre and rim sustained significant damage, leading to the tyre deflating instantly and me having trouble controlling the car at 110km/hr. I had to call RACV and then go to the nearest town to have my tyre and rim replaced at significant cost.
The staff at the garage told me I was the 11th person to come in with damage just that day. I also looked on social media and the potholes seem to have been reported on extensively. I also called VicRoads to report that fault and they knew instantly what I was referring to. There were no hazard markings on the road nor warnings of any sort which I think is highly negligent.
I have just read that you can only receive compensation if you have incurred over $1600 in damages. This seems grossly unfair given that it sounds like the matter had been reported extensively and there were no warning signs regarding the hazards.
Has anyone else been impacted by this issue and what did you do about it?
