Scramble Rule Question

Okay, I have an interesting question I think people might have different answers to but wanted to ask.

When playing in a scramble, I’ve seen teams state, “you can move your ball a club length from where it is on any shot”.

Now obviously most scrambles aren’t serious so what’s the big deal but I was wondering, what’s everyone’s take on this?

Should a ball be played as close to where it settles? Or is it standard you can take 1 club length relief no closer to the hole?
