Currently, only Pro plan users can access all thinking levels (Light, Standard, Extended, Heavy), while Plus plan users can only access two (Standard, Extended). In contrast, with Codex, both Plus and Pro users can access all thinking levels (low, medium, high, xhigh). My point is that Codex did not differentiate intelligence access based on the plan. I believe there is no need to differentiate intelligence access based on plans for the ChatGPT service as well.

For example, Claude.ai already allows access to all thinking levels across all plans.
