Curious about postcard delivery times to the Philippines

I mailed a postcard (Saigon PO) to the Philippines three weeks ago and it has yet to reach the recipient which is weird because another postcard I sent around the same time to Germany has already arrived.

For those with experience sending postcards to the Philippines, is a delay of this length fairly typical? I'd be interested to know how long delivery usually takes in your experience. I'm also curious whether you've ever had postcards that simply never arrived.
