GTV-Peer Review-Exceptional Promise- Engineering[Seeking Advice]

I am considering applying for Endorsement from Royal Academy of Engineering for GTV-Peer Review under Exceptional Promise Category.

I dont have a PhD award in hand but its only the matter of two to three weeks to be awarded the PhD Degree as my thesis minor corrections are already approved by the examiners and School needs to finish due process to produce pass list.

I have a job offer and employer wants me to start as soon as possible. Employer is pushing for me to apply Graduate route but I prefer to go for GTV. Also employer wants me to have PhD successfully completed.

Since its an urgency for starting job, I want to submit endorsement application with a certificate from school mentioning my current degree status. If by the time degree is awarded, if I already have an endorsement, employer wont have any problem with whatever visa route I choose.

Question: shall i go ahead and submit endorsement application without having a degree awarded and submitting that letter from school as proof that degree will be awarded soon?

Advice on combined application for Global Talent Visa- Peer Review

I want to know if one submits combined application (endorsement + visa) for global talent visa-peer review. What happens if endorsement is not granted?

I am aware that IHS Fee is refundable and Endorsement Fee is non-refundable. What about the Visa Application Fee?

Also, need advice that if it is better to go for combined application or individual applications are better, considering I have a job offer and employer wants me to start once i have a new visa.
