Landscaping

My house has this existing drainage system thsat runs out to the street along with the downspouts and seems to be working, but the more I read about doing a drain in my backyard the more I have doubts about how this was set up. Any thoughts on what could be done to improve it ? Functionally first, but aesthetics too.

Here's what I know:

-The pipe under all the rock you see does seem to be wrapped it's maybe 8-12 inches down.

-The low point is at the back left at the foundation behind the Hosta. The high point is where that dirty brick thing is (it was dug up in a separate chimney project.)

I debated just getting a lot of good drainage rock and filling in the area and fixing the slope, but the amount I'd have to raise it at the low point would probably put the rock or soil too close to the siding.

I feel like addressing the slope is probbaably a good thing to do, brining is towards the sidewalk you see, but it's a little overwhelming when I try to think about it.

drainage issue and landscape advice

i’m really looking for some advice on how to mitigate a water issue and also the beautify the area I have. In the first photo with the short fence to the right water is coming from the neighbors property and against my foundation. It also comes in a l where you see the second photo mostly from the small fence and I’m looking for a way to get the water away. I keep reading you need a minimum slope for something like a french drain where it’s 10 feet away from the property, but there’s only about 5 feet between the foundation and these fences am I stuck? Or can I grade the soil away from the foundation and add a rock bed where the fence is as long as it’s running downward and away? I’d like to put pavers over good drainage, rock or something, but if there’s another solution for the water issue, that’s the priority and I would have to make something of the area once the water issue is resolved. Any advice would be greatly appreciated. The rain even has slowed down and so now is my time to act on it.
