Traffic merging from slip road honked at me, was I in the wrong?

I'm a relatively new driver as a heads up. Today I was on the motorway in lane 1. There's a 50mph temporary speed limit in place along this stretch of road so I was obeying that and so were most other people. The traffic coming from the slip road seemed to be going faster than the 50mph limit on the motorway. One vehicle merged safely in front of me, but another one came up that I didn't see until it was nearly alongside me. Switching lanes for me was difficult in that scenario because lane 2 was very busy (everyone knew there would be a queue in lane 1 shortly due to road works at the next junction, hence the temporary speed limit of 50). They ended up merging in behind me with very little room to spare and gave me a honk. Is this my fault? Should I have sped up despite the temporary limit? Should I have slowed down a bit and just let them overtake? Ideally I'd have changed into lane 2 temporarily which is what I usually do, but today I couldn't find a gap in time. I was genuinely afraid we were about to get into a crash.
