compost and rose bushes

i am SO confused. I have one year old roses. I’m looking to encourage overall growth (some are growing a bit slowly) and blooms. The internet tells me that 1) yes! a light layer is great! and 2) No! the compost will give your roses a fungus (?)

What’s the deal.

these are mostly june bearing but i think there are a few ever bearing in there. a few started producing berries a few weeks ago before cooler temps came back.

should i thin these out — and what’s the best way to do so? and can the others receive a little fertilizer boost?

i’ve seen some folks say they just let their berries do their thing and they thrive. this is their second year (planted last year) so Im hoping to max out my harvest but hate to pull if I don’t have to.
