Fifth Grader Not Meeting Standards

Hi Everyone,
I have a 5th grader who is not meeting his “grade” level based on state standards. I know it’s important to go at his own pace but what happens when he is not motivated to do the work and does the bare minimum? I currently have him who just turned 11, a 6 year old and a 16 month old. This is the second year I’ve been homeschooling. What is your advice on going into 6th grade, do I graduate him from elementary school? Any advice would be helpful as I am stuck on what to do and how to continuously improve his learning skills. Our house is hectic of course but I still think there is more I can do to help my kids while homeschooling.

Additional information:
I work from home almost daily for 2 hours in the morning and 2 hours in the evening but homeschool is usually scheduled from 11-1 or 2pm.
He enjoys robotics classes that he just recently started going to and anything with building things.
Screen time (iPad) is only on the weekends Friday-Sunday (at a scheduled time from 3-7). However they get to watch tv daily beginning at 3pm.
