





Template: Supplemental Claim to Fix VA.gov Intent to File (ITF) Effective Date Error
Context / Background: I just submitted this Supplemental Claim today to correct a procedural effective date error, and I wanted to share my redacted submission as a template to help anyone dealing with the same administrative glitch.
The Issue: If you initiate a claim draft on VA.gov (which establishes a statutorily protected Intent to File) but later submit your formal claim through a VSO or a separate channel, the VA system often fails to automatically associate the portal ITF with your formal submission. This results in the VA assigning the wrong effective date, which costs you retroactive back pay.
What This Template Does: This document demonstrates how to use objective system metadata (time-stamped screenshots of your VA.gov dashboard) to rebut the VA's "presumption of regularity." It compiles all the necessary legal framework so you do not have to research it yourself, including:
