Apple Music refusing to play or forgetting songs downloaded to device when not on Wi-Fi.

Hello!
The title of the post is pretty much the problem I'm having. I've got ton of songs in a playlist, all added to the library and all downloaded to the device (at least that's what I'm assuming the little down arrow is on each song). Everything plays fine when on Wi-Fi. I don't let Apple Music have access to cellular data because my plan is metered.
There are plenty of instances where a song just refuses to play. The affected songs are different on each load of my playlist. The song is not trying to load. The transport controls on my device just flash between Play-Pause-Play. Also my phone lets me Track-Next and Track-Previous by long pressing the volume controls on the side of the phone. This functionality breaks upon coming across the affected songs. I mention this because this happens most frequently when driving.
Aside from clearing cache and/or re-downloading the app are there any other solutions to this?
