The shiny isn't appearing

I’m doing a shiny-only run, and for this one I wanted to use a shiny Haxorus. Even using the DexNav method and reaching a chain of 100 encounters, Axew still doesn’t appear shiny. I’ve already been resetting for at least 5 hours with no luck. What could be causing this?
