Good afternoon!

I moon light as an electrician. This is for a gas station chain. I am searching for a little direction concerning breakers I bought the lovely piece in the picture. I was able to successfully label 20 something breakers with about 60 to go, but it seems to only alert on breaker 23 no matter wear I plug the transmitter. I have turned off the receiver and back on again did the learn process a few times. Is there a better location to draw the wand over in front of the breaker in the center or the back where the wiring is? Edit i was ignoring 23 after the first couple times of walking back forth. Any direction?
