How do I help tame my daughter’s hair?

My 4yo daughter has a lot of baby hairs and seems to always be frizzy and out of control. I’ve been using aveeno baby shampoo and a moogoo conditioner and only wash her hair every few weeks. I blow dry it (on a low heat) with a wide tooth comb. I’ve tried using an anti frizz serum but it doesn’t seem to work. I’m constantly having to style it with multiple bands and up dos just to keep it out of her face. If I keep her hair down it’s ends up like Monicas hair in Barbados 😅 I have dead straight, very dense but fine hair so I have no idea how to help tame it. Hers does go curly if it’s in a pony tail and we go to the beach then let it dry. Any advice ?

edit; I’m not quite sure why everyone is worried about this stressing out my child. I’m just trying to do the best I can to try learn how to do her hair. Reddit is a funny place lol.
