I feel like Penguin would have made more money if he went legit.

So I'm playing City, collecting collectibles, and I'm wandering around Penguin's museum and I'm like "this place is actually pretty cool," like it's a giant museum that's attached to an aquarium, and a nightclub, like that sounds awesome. Why did he bother committing crimes when he was sitting on that potential goldmine?

While wandering around, looking for trophies and riddles, I find this one armed inmate in the room where Clayface is locked up, and where you get the sequencer.

Does anybody know who this guy is, like is he an Easter egg of someone who worked on the game or something, cause it just seems odd to have this one random guy with one arm
