Is it appropriate to send a follow-up question after an interview (with Germans) if I said “I don’t have any questions”as I covered them in the first interview ?

After reflecting on the it, I realized I actually do have a relevant question about how developers engage with clients and present solutions.

Would this come across as thoughtful and proactive, or inconsistent/desperate?

Curious how this is perceived from a hiring/interviewer perspective.
