So hot upstairs…

Advice needed…
I just moved into a rental home, built likely in the 80s/90s maybe 00s? and am having issues with how hot the upstairs is even when the AC is running. It was ~85 degrees outside today, and my baby’s nursery which is west facing, is 82 degrees, even with the shades closed all day and the air conditioner set to 68. For context, I live in Colorado where the summer temps get to 90s/100s regularly and I have a newborn baby so I need a solution because it is unsafe for her to sleep in a hot room. Other context — there is an attic opening in the baby’s room…
I have done the following:
I have checked and all vents are open. I have multiple fans running. I partially or fully closed all basement vents. I set the AC to “on” instead of auto. It is FRIGID in my basement, cool on the main level, and 80 degrees upstairs. I’m at a loss for what to do. It is a 20 degrees temperature differential between basement and second floor……
I plan to talk to my landlord/the homeowner, he is very attentive and kind, but I want to come to him with clear potential problems and solutions. He did mention he just had the ducts cleaned before we moved in. I am willing to pay for some improvements (ie. A window unit but they are casement windows…). Help please!
