I was on twitter earlier today when someone I follow reposted what looked like a Chief in a picture. However, when I clicked on the tweet, it was a drawing which had text on it saying, "Most ****** Sailor Alive" and "His wife" on it. Link to the tweet

Is this person a sailor? Is this allowed? My daughter is in the Navy and when I asked her she said they can do pretty much anything they want as long as the person says they do not represent the Navy. I understand there are limits to things but can't this be taken the wrong way?

Just wanted to hear the subreddit's thoughts on this. The user also has more Navy related stuff on their profile.
