He is a street-hoodlum that is meant to be a bizzaro MF DOOM from another timeline. He was created from a time traveling event, which lead to the creation of his reality and also a younger DOOM who is the opposite of everything DOOM represents. Viktor comes from a world that is much more technologically advanced than the world DOOM initially came from and due to this, Viktor has been able to cross into the original DOOM timeline from time to time (Source: Omniversal Battlefield Wiki) He also banged DOOM’s girlfriend (Source: Fancy Clown)
