I think Renee was only ”smiling” for the camera, and never cared.

I'm sorry if this was already said in a post or comment already, (I rarely come here) but I feel like if she was unhappy when Andrew was born, (Which there is no photo for yet) I bet she would react the same with Ashley if there wasn't a camera in front of her, you know?

And the devlog image with Renee apologizing and hugging Ashley could be a hallucination, or dream, influenced by the knowledge of that photo. If that makes sense.
