which age is best to start tether training a puppy?

It's been just over a week since my partner and I welcomed our puppy home and he's doing so well with his crate training. He will be 12 weeks old on Friday.

We have another dog in the household who has medical needs and we need to administer his medication a couple of times a week. As we use the crate for strictly nap time, and administering takes a couple of minutes, I have been trying tethering the pup while we do this (as otherwise he is all up in our business, getting in the way as a puppy would) The only issue is that the pup goes absolutely ballistic. Flying around on the lead, cartwheeling, wiping himself out, while crying the entire time. It's hard to believe he does so well in the crate. I have tried bribing him with treats but he's not interested as soon as he sees my other dog getting attention.

I'm just wondering if I'm trying this too early and he's too young to learn to settle when tethered?

FYI tether training is something I do intend to do with him as I have done with other dogs. Just wondering if in this case I'm just introducing the idea a bit too early.
