My friend purchased this Tangzu waner SG 2 jade dragon recently, is this strain relief thing behind 3.5mm jack moves normally or is this a defect?

Which Iem + Dac in 2.5k?
I'm a beginner and this would be my first IEMs. For DAC I am thinking jcally jm12, as I saw in many reviews it is sufficient for most of IEMs under Rs.3000. But still confused in IEMs. I like balance between bass and vocals, bass should not overpower vocals.
Suggest some good IEMs in approx Rs.2000?
