Clause for repairs in rental agreement!

Just curious for some tenancy clauses. A lot of landlords seem to have a clause in the lease agreements wherein the tenant needs to pay upto a certain amount (normally $100-$200) for repairs (even if it is caused due to wear and tear). So, by this clause, if the repair is under a certain amount the landlord has set, the tenant is fully responsible. Is this a valid clause by the RTA as I haven’t seen this anywhere? Can the landlord deny repairing if the tenant refuses to pay even if it is an emergency? (for example: plumbing)
