What should I be making?

I am currently a contract administrator in the security integration industry for a ~$150 million dollar national company working on a 2 person team that reports to the director of procurement. I single handedly handle all reporting and oversight for state and federal procurement cooperatives/contracts. There are 5 different vehicles we use and do roughly 15 million, and growing, a year under these contracts. We could lose any on of them if fees are not paid or guidelines are not followed while selling through these contracts.

Additionally, I handle roughly 50% of all purchasing and procurement of which our company spend is around 70 million. I manage all standard pricing updates and am a key player under the director of procurement.

I am CPIM certified and will be taking an 8 week leadership course through Dale Carnegie in the fall.

I will be promoted to Procurement manager as they want a layer of management created between the team and the director as he is going to continuously focus on broader, big picture functions.

I currently make 72k a year and want to make closer to 80-85k, which I still feel would be under market value.

What salary should I be negotiating that is fair and in line with the market, and how do I justify it? I am a numbers guy and would like to justify my reasoning but have never been given the opportunity like this.
