Emerald arborvitae

We just had these planted during our landscaping project two weeks ago. It was horribly hot the weekend they were planted and a few days the week after. They’ve all received the same amount of water . Last week they were still kinda green, this week we had over an inch of rain and they are now yellow on the outside, branches still show green when scratched. And still have some green needles towards the inside of the trunk. Are these a lost cause?
