Deck Idea Workshopping

I was recently going through some old boxes of mine and found my (probably at least 15 years untouched) cards and it inspired me to try my hand at deckbuilding again. I haven't touched the game in a long time, so I was hoping to run this budget mill deck idea I had by some people who have more experience than myself. More recently I occasionally play MTG so my understanding of mechanics has been mostly forged there. I've provided the deck list bellow but essentially the idea is to compound all of the available coin flipping aids available in the extended format to stall out the game long enough to mill out the opponent. I started out with a Wugtrio mill deck but decided that this seemed more interesting. I don't really have a good handle on what the proper proportion of cards is or how competitive the strategy is, beyond probability computations on the coin flips. One thing I'm particularly worried about is self-milling out because the looping of CEC 186 causes self-mill as well as opponent mill. I'm concerned that I rely too heavily on the opponent to out draw myself which I cannot imagine to be desirable as it means they would have more resources. I'm not tied to the mill plan in particular, I just thought to be efficient since attacks are tied up in preventing damage.
