Are parents allowed to kick their child out of their home when the child turns 18 and is still in high school?

Location: Oregon

My daughter has a new high school friend. He is a senior and turns 18 in December. Apparently, his adoptive family is kicking him out of the home when he turns 18.

He has a job, but is looking for a second one. The adoptive parents make him pay rent and pay for his food currently. He is looking for a second job because he is concerned about being homeless when he turns 18.

  1. Are parents in Oregon allowed to kick an 18-year-old out of their home when they are still attending high school?
  2. Are parents allowed to charge minors for rent and food?

I don't have much information on the individual. I believe he was adopted from another state. I don't know if the adoptive parents have received a stipend for his care. Does he have any recourse? How does he even go about finding resources so that he can stay at his current high school and finish his education? What are his rights?
