I got the shadow rift black holes on both of my gund and I don't like them. What would you recommend, especially for my Sokol (for which i want to roll Sharpshooter)?

It seems like its only working when you don't kill enemies fast enough, but when I kill enemies before the Blizzard ends it kind of looses its purpose, no?

What am I missing with this Unique?

Edit: Ok I might get it now, it's for the fast Lightning variant right? But does it really have a use for a 9 sec cold Blizzard?
