How likely are you to meet a stray cat in Instanbul?

I will be going on holiday in September. I have decided to go somewhere with lots of cats. I am an amateur photographer, and cats are good subjects. Also, I just kind of like them.

I was considering going to Taiwan and visiting the Houtong Cat Village, but that would be very expensive for a week's holiday, and the weather there isn't great in September. I have heard that Istanbul has a lot of stray cats, and tickets from London to Instanbul are pretty cheap. However, I don't want to bother anything that doesn't want attention.

Is the weather better in Istanbul during September? And how common is it to meet relatively friendly stray cats who wouldn't mind being photographed with a telephoto lens? I won't be getting all up close to the little guys.
