Is there a guarantee of getting an event skin if I just spend enough gems?

I like the current event E ally outfit, but is it worth to spend additional gems

tbh I just want to casual cloth skin, but the monthly box only has rei, saya and kota

i press the 465 gems, do i buy it? or that will just reduce the price? how does this work?
