Cold water pressure in kitchen sink much lower than Hot water, in diagnosing found issue with cold water valve

Hello, I'm visiting home from school right now and the kitchen sink in our house has very low cold water pressure that has been a problem for at the very least a year now. The hot water is perfectly fine and all the other sinks in the house also work perfectly.

In an attempt to fix the problem a while back my parents switched out the sink with a new one which solved the problem for a small amount of time (they can't decide, somewhere between a few days and a month).

Now that I am home from school the problem has landed on me to have a crack at and when I was examining it the cold water valve under the sink will turn all the way to the right and the left but have very little effect on the water pressure. Not turning it all the way on or all the way off. it's possible that it is making a small difference but only in making the pressure lower, but that could very well be my brain just second guessing things. (it was me second guessing according to them its the same)

This made me think that it could just be a valve issue but the one thing that doesn't explain is why it worked for a little bit when the sink was replaced, if the valve was broken before then it shouldn't have worked when the new sink was installed, at least in my novice brain.

Thanks for any help at all, Google was less than helpful for this one, i have included a picture of the cold water valve above but can totally take more pictures if that would be helpful.
