Uk Employment Law advice Needed - England

I have worked at my job for 3 and a half years now, when I took the job I was offered HCAs as well as my basic salary. It was in my conditional offer, plus my contract, I also have an email from a HR advisor before accepting the job confirming the HCAs was included. I would not have taken the job otherwise. Now my employer is saying that it was an "admin error" and that from the 1st May I won't receieve the HCAs despite it being included in my contract. They are saying its because of a particular policy. What I am trying to understand is how can a policy be more legally binding than my contract? They are trying to tell me they are doing me a favour because they could seek back the "over payment" but because they value me they aren't going to do that. I am also confused because if this is something that was in my contract and I have received since day 1, surely I should have a new contract to sign?
