Can't fix this Guitar stand
Bought this Juarez Guitar stand on Amazon.. and I can't lock this part. Is it how it's supposed to be ? What am I doing wrong ?

Newbie here.. I mostly want to play melodious Guitar leads ..like the leads in between Knocking on Heaven's door, Comfortably Numb, Hotel California, November Rain,etc.. to name a few. Also can extend budget upto 25k if I find a way better deal.
