About pulling limited S-Rank units

Is pulling an S hero and stopping at just its base level with no further investment (no stars, EX weapon, etc.) even worth it? I'd like to pull some units like Levin or even Tyrant but I don't have the pulls to get their stars up high, likely 3 stars max if I spent all my current pulls on one.

I currently have 7 Lunarite, and I wonder if the skins are worth it at all. Is spending them on Xeno tickets worth it?

I'm quite stuck on who I want to prioritize pulls on. I know that SW only gets better with further investment, but what about other units? Should I invest more in some, try for new units in the pool, etc.?
