Manager ignores every request to meet (need advice)

Just started working freelance with a manger recently. Freelance and met through cold email and friend referral. Haven’t signed any kind of contract, and our only communication has been through emails. No zoom meeting or anything. They get me auditions, responds to my pitch requests and are very kind. However, I kinda do wanna meet at least on zoom with my manager, even if we’re just freelancing. Asked to meet a few months back with an enthusiastic yes and then since then, nothing related to it. Like I’ve followed up on this email multiple times and every time the email is read then ignored.

They’ll respond to other emails like updates, new headshots and pitch requests, but the second I bring up meeting he just ghosts me. I’ve tried hiding the hey can we meet? Email after a different subject just to have it ignored as well.

I finally caved and sent a final formal follow up email requesting to meet. I also don’t just wanna meet to meet. I wanna discuss things like long term plans together, marketing and positioning, which I made clear in my latest email.

I said that while I appreciated their hard work I really want to connect to them and speak other than just on email. Read, then nothing. Is this a red flag? Or just a manager who is more like an agent and only wants to worry about auditions?
