I've been experiencing this issue for awhile, and the fix is incredibly simple. adding

```-Djava.net.preferIPv4Stack=true```

to your instance settings forces your launcher to use IPv4 instead of IPv6, letting it something something skin server. Shoutout to Electrobob99 on minecraftforge.net for the fix!
