My landlord just put this on my door, and that of every unit on my floor (I'm assuming the whole building got this letter).

My question is, can they just give us a letter that is not specifically meant for my unit, and say they will come in 5 days?

And, why wouldn't I be allowed to use a space heater in the winter? They don't turn on the heat high enough and some days in the winter, there's no heat at all (its a very old building so they always have issues in the winter). When my electricity bill comes higher the months I've used the space heater, I'm the one paying for it, not the landlord, so why do they care?? And no AC is allowed apparently? I have a portable AC, is that not allowed?

Just venting, but also looking for advise.
